The Fox Lane LTN consultion has closed.

Enfield Council was given an undertalking that

the LTN trial will be evaluated based on:

* Residents' views on how the benefits of the project compare against the disbenefits


* Data on the volume of motor vehicle movements in the area


* Data on the speed of motor vehicles in the area


* Impacts on the primary roads surrounding the area


* Bus journey time considerations through discussion with Transport for London


* Outcomes of ongoing dialogue with the emergency services.

Winchmore Hill Residents Association Parking Survey

Whilst acknowledging the undoubted environmental and public health benefits of encouraging cycling, the Winchmore Hill Residents' Association (WHRA) has some concerns about the Enfield Council's plans to provide continuous 2m wide cycle lanes on both sides of Green Lanes.


lf installed, these cycle lanes would mean that Green Lanes residents and their visitors would not be able to park outside their houses or flats at any time of day or night.

Even people who live in those houses and flats where there are currently parking restrictions on the road outside would be affected. They and their visitors would not be able to park on any nearby stretches of Green Lanes, where there are currently no parking restrictions.


Enfield Council seems to think that this change would not cause any problems. ln the bid document that it submitted to the Mayor of London, making the case (successfully) for it to be awarded £30m of funding for cycle schemes, the Council actually said that on Green Lanes "outside shopping areas, there is little parking in evidence along much of the main road".

WHRA decided to check if this was correct by conducting its own parking survey on a typical residential section of Green Lanes. This was on the west (odd house numbers) side of the road between Stonard Road and Eaton Park Road. This late night survey showed that 85% of the kerb space, where parking could legally take place, was actually occupied by parked cars.


So, in view of this, the Association will, next week, be sending a short questionnaire to the people who live in all of the private houses on Green Lanes in Winchmore Hill. This is intended to gather further information about the actual extent of parking on the road outside or near these houses.


If you receive one of the questionnaires, please be kind enough to fill it in and return it to WHRA, using the stamped addressed envelope that it has supplied.


Of course all responses will be kept confidential by WHRA and, individual households will not be identified any published results. These will only indicate the amount of parking in sections of Green Lanes that are between the various side roads.


WHRA believes that this information will help to establish just how important on-street parking is to Green Lanes residents in Winchmore Hill.

    I have recently realised that this intended cycle only lane will also mean I, and I've no doubt many others, will not be able to get to my doctor (The Woodberry Practice) as I always park on Green Lanes. The side roads are full of cars and driveways. Do they really expect aged and infirm people to get at least two buses, with all that entails, to get there (and no doubt be late because the bus hasn't arrived, etc. etc.)
